How can I get livestock allowed in my neighborhood? And who should I contact?

i live on 3 acres of land in Spring Branch TX. we're out in the country so I don't see why they wont let us get our horse. i don't even have many neighbors. I have like two and ones a quarter mile down the road. What can I do.
