Is it legal to erect a fence to block a street or alley way in New Mexico?

I live in New Mexico. More specifically Otero County. I have a neighbor that lives on a property to the east of us. And he has a bit of livestock i.e. horses and a few goats. He has made it his duty to block off the road leading to my property and the alley I use for service workers to get through. Is this legal?
